VILLAGE OF ARLINGTON BOARD OF TRUSTEES REGULAR MEETING MARCH 15, 2021 6:30 P.M. The Regular Board Meeting of the Board of Trustees of the Village of Arlington, Nebraska, was held at the Arlington Village Hall at 245 N 2nd Street, Arlington, NE. Board Chairman, Paul Krause, called the meeting to order at 6:30 p.m. Roll call was taken as follows: Travis Kraemer, Present; Scott Pokorny, Present; Gordon McGee, Present; Jason Wiese, Present; Paul Krause, Present. Notice of the meeting was given in advance by publication in the Arlington Citizen, a designated method for giving notice as shown by the Affidavit of Publication attached to these minutes. Notice of this meeting was given to the Village Board members and a copy of their acknowledgment of receipt of notice and the agenda is attached to the minutes. Availability of the agenda was communicated in the advance notice and in the notice to the Board of Trustees of this meeting. All proceedings hereafter shown were taken while the convened meeting was open to the attendance of the public. Chairman Krause noted the posting of the Open Meetings Act as posted on the wall by the entrance of the Community Room. Travis Kraemer moved to approve the consent agenda. Jason Wiese seconded the motion. Roll call vote was taken. Motion carried 5-0. Regular Board Minutes amended to read: Gordon McGee absent instead of Jason Wiese. Motion carried 5-0. Jason Wiese made a motion for a third and final reading of Ordinance No. 667: NOW THEREFORE, be it ordained by the Board of Trustees of Village of Arlington, in the State of Nebraska, as follows: SECTION 1: AMENDMENT “4.28.010 VIOLATION; PENALTY’ of the Arlington Municipal Code is hereby amended as follows: Any person, firm, association or corporation in violation of any provisions of the Arlington Municipal Code shall, upon conviction, be deemed guilty of a misdemeanor and be fined $100.00 for a first offense, $200.00 for a second offense, and $500.00 for any third and subsequent offense. Each 24-hour maintenance and continuing violation of any such provisions of the code shall constitute a separate offense. Additionally, any person, firm, association or corporation in violation of any provisions of the Arlington Municipal Code shall, upon conviction, also be required to pay for any costs incurred by the Village in connection with the citation and enforcement of any misdemeanors. Such costs shall include, but are not necessarily limited to, service of process and publication. Travis Kraemer seconded the motion. Roll call vote was taken. Motion carried 5-0. Bond Payment decision was tabled pending further information. Jason Wiese made a motion to approve the setback Variance as recommended by the Planning Commission for a garage at 745 N 6th Street with compliance of County Building Inspector guidelines. Scott Pokorny seconded the motion. Roll call vote was taken. Motion carried 5-0 Jason Wiese made a motion to approve the Summer Sizzle events for 2021 which include: Consumption of alcohol in City Park, Bell Creek Park and Two Rivers Sports Complex grounds from Friday July 2nd through Saturday July 3rd. Closing of Elm And Ellsworth Streets from 4th to 5th Streets and the closing of 5th Street from Elm to Ellsworth Streets on Saturday July 3rd from 7:30 am to Noon. Closing of 1st Street between Ellsworth Street and Bell Street to set up and discharge fireworks from 10:00 a.m. Saturday, July 3rd with a rain date of the 4th if needed. Permission for a bounce house in Bell Creek Park Use of bleachers in the parks during this event Waive Daily Admission to the Swimming Pool on Saturday, July 3rd. Use of Village Auditorium if needed due to weather Saturday, July 3rd at no charge. Use of Village’s portable generator and temporary hook up of electrical power in Bell Creek Park for staging of the band. Permission for a waterslide to be set up at the corner of 4th & Ellsworth with use of water. Approval of street dance Friday, July 2nd in downtown area. Location and liquor permit request to be submitted by the Post Prom Committee. Permission to have a pig catching contest during the event located in the park. Scott Pokorny seconded the motion. Roll call vote was taken. Motion carried 5-0 Jason Wiese mad a motion to approve a bid of $3500 from McKinnis Roofing to repair gutters at Auditorium. Travis Kraemer seconded the motion. Roll call vote was taken. Motion carried 5-0. Scott Pokorny made a motion to approve the bid of $2,585.25 from Display Sales for Veteran Banners. Jason Wiese seconded the motion.
